With the aim of helping Web developers and users, the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) have published ISO/IEC 23026:2006, Software Engineering – Recommended Practice for the Internet – Web Site Engineering, Web Site Management, and Web Site Life Cycle.

Success in Web-based management is concerned with understanding a customer's needs, and accurately reflecting them in the management or hosting, designing, updating and engineering of their Web site.

Despite this, many Web sites are still constructed without considering their design, implementation, desired lifespan, vendor products, format preferences, selection of programming languages, updating options or tools required to access them.

"ISO/IEC 23026 will improve the effectiveness of Web pages for developers, users as well as the value of Web-based operations. By delivering the right information and services to the right persons with the least amount of effort, loss of productivity, user frustration or potential legal liabilities can be avoided," said François Coallier, Chair of ISO/IEC JTC 1, Information technology, SC 7, Software and system engineering.

The standard aims to enhance the productivity of managed Web operations in terms of:

  • Locating relevant information
  • Facilitating ease of use
  • Reducing legal liabilities, and
  • Providing for efficient development and maintenance practices

The new standard is an international adoption of a standard of the Institute of Electrical and Electronics Engineers (IEEE Std. 2001) that had built upon guidelines of the World Wide Web Consortium (W3C®), and related industry sources, to deal with "managed" Web sites

The standard was prepared by the Joint technical committee ISO/IEC JTC 1, Information technology, subcommittee SC 7, Software and system engineering, and is available from ISO national member institutes (see the complete list with contact details) and from ISO Central Secretariat (see below) for 176 Swiss francs.
